Despite the promises of aid from Bullhorn Bush, the normally free-spending FEMA instituted an unprecedented tightening of the rules for rental and mortgage assistance for people who lost income as a result of the terror attacks (apparently only Americans foolish enough to live in flood plains and fire zones are worthy of immediate help). The NEW YORK IMMIGRATION COALITION led the effort to force the agency to reopen the process, which could now save the homes of thousands of New Yorkers.
