This hasn't been a good year for public statues of dictators—not when Saddam's sculpted image was smothered with the old Stars and Stripes and gracelessly felled on international TV. But not all bronze despots meet the same fate as their regimes. The STATUE OF VLADIMIR LENIN ON THE ROOF OF THE RED SQUARE BUILDING has avoided such ignominious toppling, even though he now salutes traffic instead of faithful Communists.
