best user of paper and scissors New York 2003 - SWOON

You know those life-size figures that turn up all over walls downtown and in DUMBO—the ones with incredibly detailed cutout features and hair, and geometric patterns cut out of their bodies? The artist who does them is called SWOON, and her group the Toyshop Collective (also known as the Swoon Union) is dedicated to turning public spaces into art. They're currently doing a "street art exchange" program called "Indivisible Cities," in which they're acting as a clearinghouse for artists around the world to trade ideas for public installations; in turn, they're collecting and exhibiting the documentation.
