Best long-running municipal finance gimmick New York 2004 - BATTERY PARK CITY AUTHORITY

When the alien life form known as the BATTERY PARK CITY AUTHORITY was grafted onto our city, the law that created it presumed that some of the income generated from its yuppie hordes would be used to create affordable housing. Thirty-five years later, this mayor (like his predecessors) proposes using the money for something else (in this case, a white elephant for the Jets). Dude, where's my apartment?
