Last year, an appeals court in New York upheld the photographer Arne Svenson's right to surreptitiously photograph his neighbors and exhibit the pictures as works of art. The court, conscious of the gravity of the case and of Svenson's neighbors' right to privacy, arrived at the decision only reluctantly, holding that the photographs were "distrusting" and issuing a call for Congress to look more deeply into privacy laws. The limits of such laws — and the limits of etiquette — are at the heart of the International Center of Photography's exhibition "Public, Private, Secret," the unveiling of which christens the ICP's brand-new museum location on the Bowery. The show includes around 150 works by artists such as Cindy Sherman and Nan Goldin and also features live-streamed images curated by the internet entrepreneur Mark Ghuneim and ICP students.
