Sure, the fries suck and the menu is a minefield of duds, but this outdoor cafe; on public land provides spectacular views of the Statue of Liberty and Ellis Island. Don't miss the trio of appetizer carpaccios that are so generously turned out they could serve as main courses, especially the tuna;which includes an unexpectedly great pairing of salty capers and thin-sliced fresh pineapple;and the octopus, which needs only a dose of balsamic to come to life. Apart from these, stick with the salads and panini sandwiches, and you'll have a delicious meal.
