The island is Trinidad, and the goat roti at Island Roti Bakery Shop is probably the best in Staten Island, a Christmas package of curried meat, potatoes, and chickpeas wrapped in a festive dal poori -- a Bengali flatbread with crushed yellow split peas between its flakey layers. Pour on the scotch bonnet hot sauce! Three or four rotis are available daily--recently, oxtail, shrimp, and conch--but also seek out the patties and coco bread, cow heal soup, and such pastries as coconut rolls and butter bread. Padded seats and a window counter looking out on Victory Boulevard make the somewhat rickety premises a pleasant place to spend your lunch hour.
