Despite all the obstacles, New York City dwellers will flock to any spot offering a cool summer breeze. Salinas, a Spanish spot in Chelsea featuring a retractable ceiling, is no exception. The overall vibe is faux rustic chic-think Manolo Blahnik hiking boots. The food, though, is pure Spain, inspired by the regions along the coast and the Balearic Islands. In addition to textbook tapas(shishito peppers, tomato-slathered toast), you can get decent dishes like rosejat rápida (basically a gourmet Spanish Rice-A-Roni) and a fine crispy suckling pig. Service, though, needs major work. But at least you're eating outside! Sorta.
