Every Democrat, except for Rev. Ruben Diaz, voted for the bill. The Democratic minority was joined in yes votes by Republican Senators Gristanti, Saland, Alesi and Mac Donald.
Shortly after the vote, as the jubilation set in, Governor Cuomo came into the chamber for a victory lap.
