• Rep. Gabrielle Giffords, who was shot in the head in January, has been given the OK to attend the launch of the space shuttle Endeavour on Friday, says her husband, Mark Kelly, who will command the 14-day mission (the space shuttle's last). • China is about to have more than 900 million cell phone users, making it the first country in the world to hit that record, according to government statistics. [PC World]

• The daughter of Nikolai Rakossi, suspected in the stabbing deaths of Larisa and Tatyana Prikhodko, says she doesn't believe her father could have committed the crime. Though she's had no contact with him in years, "You must be joking that he could do this," she said. Rakossi has not been seen since fleeing to Moscow. [NYP]

• A middle-aged man from Kazakhstan aboard an Alitalia flight from Paris to Rome on Sunday night attacked a flight attendant with a nail clipper, demanding that the plane go to Tripoli. Other attendants subdued the man and the flight landed safely in Rome. [NYT]

• A 43-year-old Long Island man "became enraged" when a 70-year-old parking agent gave him a ticket and pushed the older man, causing him to fall and hit his head on the curb. The victim was treated at a local hospital. [NBC NY]
