Instead of suggesting a full ban, The Associated Press reports, he has argued that 100 dispensaries be permitted in restricted locations.
On the eve of the vote, both medical marijuana backers and opponents rallied City Hall on Monday, drawing everyone from crime-concerned priests and moms to palliative pot patients, the L.A. Times reports.
