• New York has a budget, and it's only the second-latest ever, 125 days past due. Congrats, guys! Among the details: Lawmakers said no to a plan to boost taxes on earnings by hedge fund managers who work in New York but live outside the state. Taxes will be reinstated on sales of clothing and footwear for under $110, and online travel companies will have to collect sales taxes on hotel rooms, among other measures that raise $1 billion. • President Obama's war policies are now getting a 36 percent favorable rating, compared with 48 percent in February. [NYDN]

• BP began the "static kill" we've heard so much about on Tuesday, and says it's working. Wondering what it's all about? • Iran denies reports that a grenade attack was made on President Mahmoud Ahmadinejad during his visit to a western Iranian city Wednesday. Media adviser Ali Akbar Javanfekr said the "grenade" was a toy firecracker and accused "the Western media" of blowing the story out of proportion. [CNN]

• 14-year-old Dutch girl Laura Dekker wants to be the youngest person to make a solo sailing voyage around the world. [Yahoo]
