Rape Case Cop Said Sex With Drunk Woman Was Consensual

The Post is reporting that the junior officer in the recently-revealed rape investigation of two New York cops said the sex his partner had with the visibly drunk woman they'd been sent to help was "consensual." The NYPD is said to be skeptical of Officer Franklin Mata's story that Officer Kenneth Moreno merely struck up a quick sexual liaison with the unnamed woman after the two cops, summoned one December night by a cabbie who said she had vomited in his taxi and was incapacitated, escorted her to her East Village apartment. Footage from a nearby bar's surveillance camera shows the woman to be stumble-drunk, and the cops to have returned to her building twice in the early morning hours. Investigators found heroin and a list of neighborhood women in Moreno's locker; Moreno says the heroin was from a case and he'd neglected to turn it in; investigators are still trying to figure out what the list was for. Both cops are on modified duty and have passed drug tests.
