Three men in flame-shaped crowns arrive at the Brooklyn tower while a stilt-walking beauty queen approaches us from the Manhattan side in an orange headdress with ribbons trailing down her back. She is irrepressible, gyrating, stomping, and waving her arms above the traffic speeding on the tarmac below.
