Restaurants and bars, they come and they go. Here are a few making their debuts and bowing out this week.

Following the fire at the corner of Avenue and 2nd Street yesterday, Kelly's Irish Pub and Discovery Wines are shuttered. [EV Grieve]

Town Tavern, which was meant to be closed temporarily until it reopened under new management, will indeed reopen, but as the 3 Sheets Saloon, thanks to the owners of boozy-named Down the Hatch, Off the Wagon, the Stumble Inn, and the 13th Step. [Bowery Boogie]

After 46 years in business, O'Neals has closed its doors for good. A new location of Stephen Hanson's Atlantic Grill will take over the space later this summer. [Eater]

Fort Greene gets a new Italian in Dino, which will specialize in Northern Italian favorites like bucatini all'amartriciana, and veal meatballs. [Brownstoner via Eater]

Tiella brings small Italian plates by a Bostonian to Midtown East. Expect seafood and buffala mozzarella, oven-roasted scallops with pecorino, and black ink fettuccine. [Thrillist]

Chelsea's Fashion 26 gets a new rooftop lounge-slash-model hangout. Rare View is designed like an alfresco sauna with cocktails. [UrbanDaddy]

The long-awaited Nuevo Latino by the Flatiron is finally opening. Nuela, first expected in late 2008, will turn out South American-accented fare, including 15 different ceviches. [Time Out]

Eddie Huang's Baohaus follow-up, Xiao Ye, was also highly anticipated. Expect fried chicken cutlets and dumplings at this tribute to Taiwanese night-market fare. [Time Out]
