Shocking Photos of the Violence in City Jails

The Voice exclusively obtained dramatic photographs which show shocking examples of the types of injuries suffered by teens and adults in fights on Rikers Island. The pictures also show poor conditions in the teen jail, typical gang tattoos that are seen on inmates, and types of weapons. The Voice also obtained documents which prove the continued existence of "The Program," a practice where certain teen gang members control each unit under the noses of the guards.
