How Many Provisional Ballots in Ohio?


Just in case, here is an analysis from the Election Law site.

For better or for worse, the State of Ohio has provided very little guidance on both the standard and the process to be followed, in determining whether [voting] eligibility requirements are met. What little guidance does exist is contained in a memorandum that Secretary of State Ken Blackwell issued this past Friday, October 29, 2004. That directive (#2004-48) has already been challenged in a lawsuit filed on Tuesday.
