Dance director Busby Berkeley never did anything more splendid than this movie’s visionary climax which segues from “By a Waterfall” to “Shanghai Lil.” Meanwhile, Jimmy Cagney gets to sing, dance, and snap out orders as a typically driven Berkeley surrogate.
