On July 2, 2008, from the precinct commander:
“Believe it or not, I had guys on patrol for six months with no 250s and six collars. I don’t know how that is, but you gotta cover your ass. You stop somebody out there, and you haven’t stopped someone in six months, you put handcuffs on somebody, you stop somebody, you gotta document that.”
