Chuck Schumer Wants Reimbursements for Lost Luggage on Planes; Panhandler Arrests Up; Panhandlers Down


• New York Senator Charles Schumer will introduce a bill to make airlines reimburse passengers’ bag fees even if the bags aren’t lost permanently. “When the luggage doesn’t show up when you show up, to say that they’re going to keep that extra money, that’s outrageous, but they do,” he said. • There’s been a crackdown of late on panhandlers in the subway, with more than 930 arrested between January and June (a 76% increase from three years ago). Meanwhile, Mayor Bloomberg says panhandling is a dying art: “There aren’t very many panhandlers left,” Bloomberg testily claimed at a May press conference. [NYDN]

Mark Lugo, arraigned Friday in California for the alleged theft of Picasso’s “Tete de Femme,” which he walked away with in San Francisco, may be extradited to New York on charges of grand larceny and criminal possession of stolen property.
